I've been waxing my brows since my late teen years. But I always didn't wax the top, that's been for about the last five or six years. But now I'm noticing the top hair of my brows aren't growing the same, they're acting quirky. Some hairs are directed slightly upward at about a 25 degree angle, even when they're long enough to lay down flat.
Because wax removes hair in the opposite direction of growth, done frequently and over time it can bend or misshape the hair follicle. This is what is happening to me! The hair on the underside of the brows are thicker, and it doesn't seem to be affecting them yet, only the finer top ones.
Even though sugaring gel is known to be gentler to skin than waxing, it's also removes hair in the opposite direction of growth. So you're back to square one. But the traditional technique using sugaring paste is removed in the direction of hair growth. Not only does this allow hair as short as 1/16" to be pulled away, but it won't misshape the hair follicle like waxing.
